He did, there's optional dialogue where he mentions knocking up some girl and becoming an on and off absentee dad until some random bandits came along and killed her and the boy. Arthur's celibacy is probably to do with that (though it's more likely R just didn't want to let you fuck whores because of potential sexism accusations).

It's not exactly hidden that Arthur had a pseudo-wife and actual son that got caught up and killed by his gang life and the guilt is so heavy he abstains from women so he doesn't repeat that tragedy. It's apparently recent too, so it makes sense that in the game Arthur starts out as bitter, jaded, and a bit angry. By the time he starts lightening up and catches up with his old, lost love, he gets marked for TB, which is essentially a long death sentence back then.
