That's their intended use case, to resume from where you left of without going through antiquated save systems, instead of spamming quicksave/quickload like in a retarded PC game designed around trial and error.

It depends on the game.
If there are actual consequences for a game over, I'll still use the in-game save system.
I configure Retroarch to auto save/load on exit/load, much like 3DS Virtual Console's suspend feature. I don't use it as a Mulligan if I screw up.
That said, I might make use of the incremental save state feature (where new save states don't overwrite the same slot), if I end up soft locking myself in something like a randomizer and don't want to restart the entire run or if I lost way too much progress.
