My issue with shinies (and it's not a new one) is that it's retarded and unrealistic

It depends, like a shiny from gen 3 is very valuable, but shinies from Arceus, S&V, and especially GO are absolutely worthless. In ZA shinies won't ever dispawn and are even more easy to farm.

Not really because it's the second game, the resources and manpower could be allocated to features like that because the foundation was already set by the original game.
If anything it proves the point that the work will result in less overall content.

Because it was borderline effortless to implement a slight variance in tint, and could be guaranteed not to screw up a Pokémon's colors that badly, provided they tuned it right.
You don't need to curate or standardize a process's input if you make sure the process doesn't do anything extreme enough to warrant curation in the first place.

Pocket Monsters Stadium (or Pokémon Stadium 2) was a Japan only title that had an extremely limited roster due to hopes that they'll be able to patch in the rest with the ill-fated N64DD. A person needs to be realistic with their demands no matter who it is they're demanding it from. You're asking for unnecessary work no one else in the industry puts up with. TPC is not the only company with money, they don't get special treatment. You might as well ask for every Goomba in Mario games to have billions of variances. No one is going to program that, and the average gamer isn't going to care very much either.
