I'd say all is not lost as of yet.
Susie at least retains a bit of her character when she's around Noelle. But that also makes it look like she doesn't even care about her that much. Noelle gave her a pencil once, which got her off the shit-list.
Aside from that, the most evidence toward the ship being mutual is one line where Susie asks if Noelle is in the prophecy immediately after hearing the "Love finds it's way to the girl" part, and the part in the mansion where Susie taunts Carol with saying that her and Noelle are going to the festival together (Also with Kris and if it was possible, Ralsei and Lancer would be too).
The reason the ship is so hated is because of how good of a character Noelle is when Susie isn't on screen. The walk with her and Kris where they reminisce on their childhood and families is so nice and sincere compared to the stuttering, occasionally violent, sycophant that Noelle turns into when Susie is the topic of conversation.
It's pitting the tumblr girls against the weebs. One side loves flowery over-the-top gay romance that holds no shame for itself, and the other loves more tender close bonds of people who grow to trust and depend on one-another. (you can tell my bias, but I don't know how better to describe it)
I think the most likely ending to this storyline is Sister Replacement theory. Especially after chapter 4's guitar scene, that seems to be the best explanation. She'll realize that the closeness she needs doesn't have to be from a romantic partner, and being friends with the fun gang is the right thing for her.
It doesn't have to lead to any shipping, straight or otherwise, and it doesn't even need to stop the shippers from arguing and creating art about it forever.
