Caesar doesn't have time to set up a strong successor before he kicks the bucket, and it will quite obviously collapse into feuding warlord states as soon as he dies. Plus willingly charging into machine guns with endless meat fodder will clearly lose the war of attrition over time. You really think the NCR has its full power deployed in Nevada? They have like one army base and a few outposts. They're replying on the depleted rangers to slow them down and aren't taking the Legion as a serious threat to the NCRs existence.

this is one of my favourite games of all time but over the years i realised i have one major gripe with the way the narrative/setting is structured. it's that almost literally everyone in the game is a bumfuck retard that needs the courier to do their job for them. shit like

i understand that by no means is it the only game that revolves around the player (hell, it's not the only game in the series that's like this) but i really would've liked to see the game's factions develop even if you don't interact with them

Slave labor just isn't necessary to kickstart civilization as proven by Fallout 1 and 2. The wasteland isn't that harsh and has largely already been overcome, it's one of the major themes of the game even.

Because of that practice, each legionary is as powerful as an NCR Ranger. Combined with the Legion's powerful Frumentarii, and the fact that the Legion DOES use guns, and the Legion's use of actual military strategy, and the fact that a Legionary needs far less to survive, the Legion is beating the NCR.

Caesar doesn't actually believe in any of that retarded "blood and soil" shit though. He wants the Legion to bring as much unity to the wastes as it can before being synthesized into the NCR and other factions. He doesn't force the Legion to be bloodthirsty zealots because he thinks there's anything inherently valuable about it, but because it's a means to an end.

Most of the other ones are your typical disconnect between lore and gameplay ludonarrative dissonance if you will that I won't excuse, but this one is both a matter of having someone skilled enough to do brain surgery, which is already not a lot of people and requires advanced medical equipment and familiarity with it, the type of medical equipment Legion considers cheating and intentionally goes out of the way to avoid using. And the second issue is loyalty, first because he can't reveal he has a brain tumor to just anyone, it severely undermines his status as a leader, secondly because whoever operates on him has to be absolutely loyal or else he can be easily killed during the procedure (like the player character can do), so he can't get just any doctor from non-Legion territories either. He only reveals the brain tumor to (You) once you're deep into the Legion questline. Not sure why the fuck he lets Arcade do it but my best guess is he's desperate at that point
