Saturn flopped in the West. Nobody owned that toybox, and the late 1990s was an avalanche of 10/10 masterpieces on all systems.

Both OoT and MM are 100/100 masterpieces, and two sides of the same coin. Can't have one without another, especially in case of MM... which kinda gives extra points to OoT.

SH1 however is the best game in the Silent Hill franchise, and thus the greatest survival horror game. Only nu-SH2 babbies who "learned" of the game during YT era could claim otherwise.
SH1 has superior story, world design, pacing, replay value, scares and difficulty.
