The problem with Chairman Rose is that his stated goals don't match with the rest of the events in the game or any sort of logic.

For starters, his reasoning for why research needs to begin RIGHT NOW is because an energy crisis might happen in the next 1000 years. Sir that's a statistical probability, anything can happen in that timespan.

But okay, he wants to be proactive. So then why is it Leon's fault that he has to awaken Eternetus? Why doesn't he just use his legion of scientists who's job is to look at these things? The DLC recontextualizes it a bit. Rose wants to be THE guy. He doesn't want anyone to upstage him or be more important. He's Hop if Hop and Leon's roles were reversed. Peony was the better trainer and became champion first despite being Rose's younger brother and bowed out of the league when Rose's jealousy took over and he became the league chairman. If he can't be THE guy he'll force himself into the narrative. I think there's a lot you can tell about these characters just by comparing their designs. Archie's wearing a suit so he's important, in a position of power, but he's bare-chested beneath the jacket and he's wearing the chest open. Maxie's clothing resembles a lab coat in length. Archie's collar is popped while Maxie's is around his neck. Archie's clothing is loose while Maxie's is tapered. Maxie complexion is far more pale than Archie's which implies one is more indoors and one is more outdoors. Archie has a beard, something you don't really see with Japanese men in suits, they're always clean-shaven, but you'll see facial hair among the more rural manly men (think Hikers). Meanwhile, Maxie's hair is slicked back. Maxie has a lean build while Archie has more muscle. Maxie's arm placements and fingers are more deliberate and thoughtful, while Archie's arms are out and his fists are balled like he's ready for a fight.

But maybe it was too subtle so they turned Archie into Mermaid Man.

"Are these animals, some of whom have human or greater levels of intelligence, realize they're our slaves" is a question that should come up at least once in the pokemon universe. His plan isn't about saving Pokemon from suffering or whatever, it's strictly about human society. He's given up on being a rich philanthropist trying to improve the world in the small ways a single person can, and has gone full extremist, believing plentiful resources and a happy future for people in the world of the future can only be secured by removing the 'undesirables'. So he concocts a plan of genocide through using an ancient superweapon to kill everyone besides those chosen to join Team Flare. As for the critters, he thinks humans tend to view Pokemon as yet another resource, and more specifically weapons, for individuals to exploit and use against each other, so despite acknowledging the monsters are innocent, he will kill them too.

Maxie's plan was fine. Use Groudon to create new landmasses in a controlled way. The problem was Team Magma thought they could control a force of nature, Groudon getting loose and deciding to bring endless drought wasn't what they wanted.
RSE's story took on a new level for me when I learned it was based on real events in Kyushu. They had a big land reclamation project back in the 60's but local fishermen complained that it ruined the nearby fishing grounds and wanted it reversed. The farmers who have been using the land since then oppose them. Those groups are what Team Magma and Team Aqua are based on. And they're still arguing to this day over whether the reclaimed land should be returned to the sea.

That said, it was clearly a mistake to have a normal Pokemon battle against her in jellyfish form. What should have happened is the game pulling a fast one, and after defeating her whole team she goes ENTER and you fight her in jellyfish form like a totem pokemon
Basically, USUM isn't better. They just botched the execution slightly in base SM
