I'd say Andromeda characters have much better arc and overall progression compared to most ME1-2 characters.
Krogan, the new race guy, asari archeologist or whatever are all interesting characters with nice arcs/developments.
Sure, the game rehashed the prothean/reaper plot points but the game also did the first contact very well. I really liked how you weren't able to understand most of the shit they were talking about but as the game progressed with the help of your AI they became intelligible. The fish race being very suspicious towards you was a nice touch. Their overall race is pretty good as being overly emotional. Them not understanding your idioms and being puzzled by them is how I would imagine a first contact with an alien race would actually happen.
The planet exploration is 5000x better than what ME1 and 2 did with neat little side quests. Dialogue is not that bad, comparing to ME1 and 2 as well. Hell, I can even say ME1 has more plot holes and pretty much nonexistent dialogue compared to Andromeda. ME2's overall plot is very thin and the game is held up with a great cyberpunk aesthetic starting hub zone (Omega) and 2 very memorable characters (Mordin and Legion). ME1 is liked because it did the world building well and it had a very memorable main villian, but also had a lot of plot holes. ME2 is liked... because idk why? It is not a bad game, I just don't understand what's great about it. Andromeda did world building as good as ME1 imho and doesn't have as much plot holes, but it lacked a good villian.
Was Andromeda a great game? No, but after playing ME1 and 2 recently right after Andromeda, I would say they are pretty much on the same level.
