Shockwave clearly got giga nerfed at some point in development - the Scion version is extremely powerful. I had a thought - instead of Biotic explosions it was like an AOE Warp that did double damage vs Shields, Barriers, and Armor. It's the only way to explain the state of the prison since it's full of shielded enemies with some armor. And the longer cooldown would make sense.
