People had a strong idea of what final fantasy was in that era, and FF13 violated a lot of those ideas.

Also it leaned more into the emotional drama and character conflicts rather than fighting against an identifiable antagonist, which was a bit too mature for western audiences.
Overall FF13 is best enjoyed as the entire trilogy. It completes the story arc for everyone and the world. It's not like X-2 where you can skip the sequel and still get the whole story.

when it came out the series was (and still is, really) having a major identity crisis. up to that point the FF series was known mostly for its flashy CG cutscenes which were cutting edge graphical tech, but now it wasn't nearly as impressive. FFXII came out after Hironobu Sakaguchi left the company, and the Final Fantasy series was basically his brainchild. FFXII turned out to be a boring political drama with no personality that didn't resonate with anyone so they went the opposite direction with FFXIII and decided to make something big and flashy, all style no substance instead of all substance no style. it really came across as Square trying to make FF appeal to "modern audiences" and it was around the time every single major developer was using that euphemism to explain why your favorite game series sucks and is retarded now. Lightning for instance isn't an original character, they admitted they were just lazily pasting together all the most popular FF things and she was modeled to be a female Cloud. all in all it was a really uninspired entry that never had an audience, it was never made for anyone who actually plays FF games, it was made for everyone else which is the rut the franchise has been stuck in since then. (XV and XVI were flops and weren't really Final Fantasy games, it was just a bunch of modern trends staple together)

XIII is incredibly lacking in what people liked about FF at the time (namely inane side quests and "comfy" locations) and its localization/dub is fucking abysmal. The whole muh hallways thing is stupid because X is only very marginally better in that aspect while absolutely curbstomping almost every other game in the series in the "shit to do" department.
The real problem is that they never made a game that had as much breadth as X again in favor of making the games play differently each time

you essentially have to force yourself to have fun by playing for 5 star ranks and taking advantage of mechanics the game doesn't properly explain despite having a billion tutorials or you can literally watch the game slowly beat itself with a basic ass com/rav/med party. when fighting enemies is literally all you do in this game but watch cutscenes - cutscenes that have kind of a fucked up english translation - it's not too surprising why the average jrpg fan was down on it

X does a better job of hiding its hallway design by having actual towns, you needed those moments to breathe and get to experience some quiet moments inbetween all the fighting. most of the charm and "sovl" of the franchise came from these sections where you get to learn more about the characters and see more of the world. by removing them FFXIII just turned itself into a singular hallway with nothing but combat encounters and cutscenes and nothing to break up the monotony, so yeah of course people got fatigued.
