when it came out the series was (and still is, really) having a major identity crisis. up to that point the FF series was known mostly for its flashy CG cutscenes which were cutting edge graphical tech, but now it wasn't nearly as impressive. FFXII came out after Hironobu Sakaguchi left the company, and the Final Fantasy series was basically his brainchild. FFXII turned out to be a boring political drama with no personality that didn't resonate with anyone so they went the opposite direction with FFXIII and decided to make something big and flashy, all style no substance instead of all substance no style. it really came across as Square trying to make FF appeal to "modern audiences" and it was around the time every single major developer was using that euphemism to explain why your favorite game series sucks and is retarded now. Lightning for instance isn't an original character, they admitted they were just lazily pasting together all the most popular FF things and she was modeled to be a female Cloud. all in all it was a really uninspired entry that never had an audience, it was never made for anyone who actually plays FF games, it was made for everyone else which is the rut the franchise has been stuck in since then. (XV and XVI were flops and weren't really Final Fantasy games, it was just a bunch of modern trends staple together)
