It's not but it's not a bad game. They just shouldn't have doubled down on this setting as it sucks balls. If they transferred these mechanics to a more interesting world it would be remembered. I don't know why these devs are terrified of walking away from an "IP" that doesn't work out. That being said it also can never be as good as NV until they make faction choices actually matter, you know, the reason anyone even still cares about NV.
