I agree with you both - the instructor was shitty, flunking for stupid reason and DMV has its good share of shitheads. However the #1 priority for them is road safety, and the instructor cannot read minds. If he deemed the distance to intersection to be enough (remember, none of us have seen the situation, we're just working on anon's word alone), there's just two options why anon didnt take it:
1) Anon had a good reason not to, which he should be able to explain easily as it was a good reason or...
2) The anon couldnt process a simple "turn here" in reasonable time and a result panicked and did what he deemed the next best thing without thinking. He cant explain his thought process since there wasnt any, which can lead to very unpredictable and dangerous behavior.
Like I said, it definitely seems like it was unfair and unreasonable, but remember: they have to err on the side of caution. What if anon was one of the panicking retards? Letting him pass would be irresponsible. Again, they cant read minds and anon couldnt provide explanation to show a logical train of thought. And if he wasnt a retard, he can just take the test again and pass with flying colors.
