I'm sure China has their own, but you are largely correct in that many others piggy back off of JP/US internet culture. But they also heavily influence it heavily by essentially existing on their spaces as well. Many don't adapt, somewhat like real life.
I was typing up a example of JP Otaku spaces being slowly strangled to death by things like this, but eh. Its pretty obvious.
I don't know if my idea is necessarily accurate but there many times where it seems like just one small barrier or hurdle to get to the internet of another part of the world would do wonders for keeping people who frequent that part of the net happier, and more "free". Less subverting of spaces/hobbies/politics/etc in general. Not that it would be a total elimination of it, but a definite reduction I think.
