In most rpgs you have a greater goal, are always moving forward and you're not a shitter doing mundane adventurer jobs for cash. In stories set in the setting there are adventurers that are just chilling in the same city and working honest pay, and they need a hub to come back to for consistent work.
I guess monhun is kind of a vidya example but it's a hunter's guild

Also there's that one trope where a city gets turned into a gold rush for adventurers because a huge seemingly endless dungeon shows up out of nowhere directly outside. I'm not cultured enough to really know any vidya like this, probably dungeon crawlers, but persona is one such setting where the dungeon is right there in your town so you don't have to go on a globe trotting adventure.
