I guess my argument would then be that most of the time that user interactivity is meaningless. Unlike touch games where the interactivity is thematically congruent and immerses you in the action walking around in a top-down RPG Maker game does nothing other than pad out time. The exception to might be something like Sex Ticket where your activities are limited to a certain range and there's too many options to properly do in a VN format but I've played Newgrounds galges that could easily do it.

Non-kinetic visual novels are games.
Making me have to move the protagonist from his room outside and then 5 grid spaces to the right and into his hot neighbour's room doesn't make for interesting interaction and can easily be abstracted into a series of menu options that don't waste people's time.
Let's not pretend the reason why most devs use RPG Maker for their games isn't because it's free and easy and doesn't require any actual development knowledge.
