I've been going with the N64 version. I've got a flashcart, but you can fire it up on browser. Plays very well with twin keyboard controls

It doesn't require you know Japanese, but you're missing out on the story. Dreamcast had a bad translation, but apparently that's normal for some Treasure games.
All you need to know is that you can switch between the two leads with L and there's a special attack you can perform with R. It gets stronger the closer enemy bullets are to you, also there's a portal that appears when you make a ton of explosions appear. That's how you upgrade your shot strength.

Yeah, I was never able to get into certain games because the actual game feel is incongruous with what they want me to feel. But cheap tricks like sparkly sound effects and strong animation are easy ways to convey that to a player even if it isn't what's actually happening mechanically.
