RE4 and RE4make both are paced like action games because they're more B movie action horror than horror as a genre. Alan Wake is also schlock-y horror but expresses that via a few over the top sequences (We Sing, Dark Ocean Summoning) while it usually maintains a more tense and oppressive atmosphere, the darkness of the forest and the feelings of unrest that wandering a dark forest at night can invoke, and the dark and disorientating nature of the dark place for the "New York" levels. RE2make is better paced but that game also has less of a focus on narrative than Alan Wake 2 does, considering the whole deal with AW2 is the meta-narrative. This is why I think cutting the exploratory bits of the game between chapters would be to the benefit of the pacing, keep the story rolling instead of slamming the breaks to solve nursery rhymes.
This is why Alan's sections feel much more brisk, you basically hit all of NY just by playing his levels, where Saga's side asks you to backtrack through every level to go collectable hunting as the water recedes.
