I mean, I'm not gonna lie, I think Yukari and Rise are fantastic. I was beginning to think the lovers arcana was just irrevocably based. But the issue with Ann is that, well, she doesn't seem to be explicitly "into" the protagonist like Yukari and Rise were. In fact, she is "into" Shiho. The reason she's unpopular is because so much of her character revolves around another character, to the point that people would have preferred a social link for THAT character. Her potential was just kinda squandered.
