The biggest complaint you can make on this front is that they still have the juvenile opinion that dick jokes are funny, and the tone is more lighthearted than you would want.

The episodic release allowed the game to build hype and be marketed through word of mouth, Youtube etc which combined with its lower price compared to full price AAA releases made it easier for people to jump in. The episodic release kept discussion about it alive which in turn fuelled interest.

As for why it's generally well-received: I think it's due to the generally solid writing (at least in the earlier episodes) combined with good production values, the fact the dispatching minigame is fun (for an initial playthrough) and above all else: waifus.
