Nah, FEV and ghoulification are kinda mutually exclusive. Ghouls have irradiated cellular degeneration, FEV needs a (relatively) stable subject or it just mutates them into goop-or they outright die. The NCR is a massive civilization with many failsafes and an overwhelming amount of genuinely good and competent people outside of the very top of government. NCR is not just overstretched, they are gobbling up external land in an attempt to stave off internal collapse. Part of the reason they expanded into the Mojave to begin with is so they could gain access to the waters of the Colorado via the Hoover dam, because they are literally running out of water back home.

Also, those legion health values aren't arbitrary, they are explicit in game representations of how the Legionaries are healthier and sturdier than their NCR counterparts. Many new recruits in the NCR don't even get armor at all so the football pads that even the lowliest recruit of the legion gets are actually a leg up.

The entire game. The top may be extremely corrupt, but almost every higher up you interact with in the NCR military is fundamentally good. The people with the guns and soldiers being good reassures that even if a collapse did happen, it wouldn't immediately devolve into warring raiders.

The NCR power structure is presented to us as brahmin barons as leaders and politicians are priests. Naturally, the military should be able to effect change but for whatever reason Hanlon either can't or doesn't know how. When you confront Hanlon about the falsified reports, IIRC he says everything is futile and he doesn't know what to do. Ultimately, he is in despair and when you turn him he will lose everything. They need to hold the Dam or NC Republic loses power, but they are also paying an incredible cost in capital to Mr. House (NCR agree'd to provide the strip 20% of the electricity for free, lmao) and in lives to the legion. His actions are desperate and it's not an unrealistic suicide.

Aside from this, we also know from the head engineer at Hoover the Dam's operation is degrading. They are on 4 reactors down from the original 6, while assumedly still providing that agreed amount of power to Mr. House. Hanlon should know this too.

The power dynamic between the Legion and NCR is changing in favor of the Legion over time. As the player, we know the Legion is also in a tenuous situation because they need to constantly expand and if they lose Hoover Dam, they are going to collapse but what does Hanlon know? They know a huge attack is coming, bigger than the last, but other than that I don't know.

The legion are not pushovers, despite the melee gameplay they are winning wars in the lore and are a threat.

They were brought to almost extermination for their evil psychotic rampages 3 times, every single time they refused to change, the only reason you don't see them gunning down children at random in New Vegas is because the NCR beat their asses and was so stupidly kind as to not exterminate them. Then the Followers came to try and help them, and the Khans used their knowledge to sell drugs to the new psychotic gang around, and kicked out the Followers.

The Khans are plain disgusting, irredeemable sacks of shit where their own kids say they deserve to be exterminated. The best way to handle them really is to convince them to kill themselves, that way they don't die during your playthrough so you can keep them for gameplay purposes, but they still die like the shitstains they are.

I'd imagine it's more of an issue of stock, most suits probably were on the oil rig, and the main force left California to DC right before the Navarro raid. So odds are there wasn't much left. Like out of the Remnants only two of them were actual power armor soldiers. And then you need to take into account that was when the Brotherhood was acting as the R&D branch of the NCR, and them keeping most suits probably would have been something that causes the friction that led to them splitting and eventually going to war.
