Personally I think the answer is right in front of them, get content like the exploratory shit out sooner in the expansion (and design it properly) so that people have something to go do. The beauty of exploratory content is that you don't queue into it and have to mash buttons the whole time, it's a zone you go into and play at your own pace so it's perfect for casuals. The other big answer is adding more value to low/mid tier raid content, EX trials especially need more purpose than weapons and mounts.

We also forget that the moon and moon2 exist, crafting isn't for everyone but they clearly put a LOT of effort into it, way more than ishgard restoration.
