2. Finding enough artists willing to make such assets is difficult and a legal risk

We used to have great gore systems already on N64 (see: Turok games). House Of The Dead was one of the most satisfying lightgun shooters because of the detailed gibbing. And don't get me started with Soldier Of Fortune 2.

The last game with actually impressive gore IMO was Serious Sam 3.

Plenty of games have detailed gore. You are just a mainstream gamer. Mainstream games try to stay away from it because they can't openly market their games to kids.

Are there any games with dynamic gore? Closest I can find is teardown where bits and pieces actually physically come off a limb the more you shoot them until they fall off.

NG games have had pretty detailed dismemberment. 1 had decaps, 2 introduced delimbs, 3 added SOBs.
4 lets you totally splatter guys with certain attacks, and the bosses really get hacked apart
