Malevola, who is a little bit TOO down to earth to rise in the ranks much further. Regarding Invisigal's future, I was thinking on that for a bit last night and I kind of agree with your position on her. Her power isn't a flashy superhero power, she's right on that, but not every hero needs to be a Phenomaman or Flambae with something that's obviously powerful. There are other ways in which she can assist, such as running recon for a team, infiltrating villains' bases and shutting down the defenses, or stealing a macguffin from the villain. I think the real question though is whether or not she would be satisfied with any of those roles. I feel like Invisigal was the darling because the entire game was originally written to be her supervillain origin story, but the decision to make her "redeemable" was added later which is why her good ending feels incomplete. They reveal at the end that she was, in fact, lying to you the entire time and was planted by Shroud. When you met her at the playground and she opened up to Robert about how she's trying to turn her life around she was lying. When she confesses in the locker room about how she left Shroud she was lying. When she was tied up and talking about why she stole the astral pulse she was lying. Even if her resentment about having "villainous powers" or guilt at blowing up Mechaman were genuine, she was still saying those things with the full intent of stabbing everyone in the back.

Yes, she can decide to take the bullet for Robert at the last minute but that doesn't change the fact that she's been spying for Shroud and directing the SDN toward disaster for literally the entire game. And literally no one even comments on it. Robert was at least some flavor of devastated when he found out she used to work for Shroud in the locker room, but later on the fact that she's been scheming with him behind Robert's back elicits 0 response from him. He doesn't care. Blazer doesn't care. The Z-team doesn't care. Chase says he was "wrong" about her.

It's so weird how it wasn't even forgiven it was just... disregarded as not worth acknowledging. Even when they thought she had good intentions most of the z-team couldn't forgive her for the events at the dock, but literally being a traitor to the team for her entire history with the team doesn't bother them at all? It really feels like an outcome that there was very little writing and no voice acting for because it was last minute.

Him not being able to recreate it meant that either Robert II helped make it, or otherwise provided some rare elements that made it work. How is this different from what we got? She was still evil and needed convincing she isn't destined to be a villain and depending on your actions can either accept that she's capable of good and become a hero or you fail to convince her and she decides she's only capable of being a villain. Her being a mole adds nothing to her story while making both her and Shroud's actions confusing. Maybe it was leftover from the old script or maybe it was added at the last second for whatever reason character assasination, but eitherway it simply doesn't work with the rest of the story
And I do agree that the decision to make her redeemable came later, but that later was when they had to rewrite it from TV show to a video game. I don't know if she was going to be a hero or a villain in that TV show version or if they even decided on that, but her destiny being influenced by player's actions is such an obvious "choices matter" mechanic that it's definitely one of the first things they came up with - and this is further supported by the fact people still can't figure out how the redemption is calculated, so it must take into account most of your choices throughout the game, not just a few big ones
