First, L/D units are worth 3X the value of normal ones. Having two at the first with an additional RGB unit is much better value than the three RGB plus one L/D on the second.
You will probably have a bit of an easier time at first in the second account initially, but the first one will age much better ultimately.
The only reason to go second is if you are planning on tryharding the first month trying to somehow get ahead in pvp by leveraging every little advantage you can get.

Actual levels aren't quite as impactful, starring them up is pretty big though. Farm some imprints to level up your character's prowess (pic related) they give quite a bit of stats but don't spend lattices to skill them up (unless you really want to) because those are rare, especially the gold ones. After that make sure you're investing in shells along the way to, get purple shells lvled up to 20-30 since they add a lot too.

The reason people recommend pulling for the standard banner almost exclusively is because you have a small chance of getting a L/D unit, which are worth about three times as much as a normal SSR.
Although it makes economic sense in theory to pull exclusively in the standard banner, it's inevitable that a character that you either like enough or is good enough will release, and pulling on the limited banner for them might even make financial sense, especially if they make your team stronger.
Freya is top tier in both pvp and pve so pulling for her isn't a loss at all in fact since you just started it might even be ideal. Especially since the game is quite generous and you will get plenty of pulls anyways.
As for how much to spend save, I think you should pull on until you get at the very least two more SSRs. Or you can wait a day and pull for the character that is about to release on the limited banner tomorrow. She is supposed to be pretty damn good as well and looks a bit similar to Freya visually so you will probably like her.

Combining her with mocha might be quite ideal. Her AOE damage will give more opportunities to Hoyan to finish them off to trigger her passive.

So maybe something like 200-400 loss/win ratio or maybe even higher. A casual would only need to lose/forfeit 10 times before they can leave and it wouldn't as much as a drag for them. They do completely different things so no, Khloros is the only other SSR Reason DPS. You want Khloros for single targets, Lian for groups and Fangus(Reason SR DPS) if you don't have Khloros.

She is pretty much all about her S3. It does 3 single target hits and then an aoe explosion afterwards. If the guy that was targeted died from the first 3 hits then the dmg of the explosion is significantly increased. Also any killing blows she gets (in general not just from her s3) reduce her cds too.

For Dokidoki she's valuable because it's a fight of all adds. Ideally, she can pick off one guy and then blow up the rest of the wave with the explosion and then ult again on the next cycle and this lets you clear super fast if things line up. Honestly I don't know how you'd even do Hell 4 or Inferno without her because the 2nd wave kills you really fast if you take too long.

I invested in Sania and don't regret it. You want 2 healers a lot of times and Sania and Lingluo can get picked first by the enemy very often so you want an alternative.
In the long run the skill materials for SRs are also pretty plentiful so it won't matter too much.
I am also pretty sure a fully invested Sania also heals way more than Lingluo, and I am not going to invest in the latter's skills anytime soon.

The monthly tower thing gives you a ton of pulls each month as well, and the events they run each week also give a couple of pulls daily.
The monopoly event we did last week and the Lily one giving even more pulls. And that's at the lowest difficulty of the Lily event, once we reach endgame and we can max out the difficulty she will give way more.

It is, you are crippling your long term prospects for momentary power.
It should only be advisable for dolphins or at least people that are actually very competent in the game and know they can for sure take advantage of that early power to score some extra rewards. And even then it's still pretty questionable advice for non dolphins. Whatever momentary advantage in gear you may get is going to be null one month in when your gear is at best marginally better but you are 10k+ gems down the drain.
When they won't be able to afford the latest OP D/L character because of that I don't think they will feel so good about that decision.

Any suggestions on who I should prioritize building next? I was thinking Rilmocha, Kloss, or Hoyan for easier DokiDoki clears, but I'm not sure which of the three would be most valuable over all

I want to build Holden but I built my Lian for the Hyperlink Charter so he seems kind of redundant atm.

Also still not sure the priority order for building a character in general. Is it levels > flat stats from prowess > shell > modules? Pls advise

You should be aiming for one of the following:

Sania and Mio just aren't as good and really Doki is settling, the homos or Lily are the best characters. in an ideal world by the end of your rerolling you should have Lian, one of the characters I listed and an additional SSR, particularly Mia, Kloss or Rilmocha.
This game isn't about one team for everything, every gamemode and boss is different and allows other characters to shine, Lily, Massiah and Heinrich are the exception as they can be used in everything and are normally BiS.

Oh and also if you're just starting out, do NOT roll on limited banners, every character can be got from standard and limited doesn't have soft-pity, save the targeted pull until you've completed the second set of the 7-day missions(so 14 days) because that will give you the best healer in the game and a free SSR so save targeted for after that to fill whatever the biggest hole in your roster is(Red DPS, Green Healer etc)

Rosa is very bad early on, she scales super hard though, I wouldn't recommend her as a first SSR, the reason she is bad at low levels and good at high levels is because she NEEDS lattice's to access most of her damage, the tier-list anon linked rates units by how good they are at max level, max skills and their most optimal gear, Rosa is amazing but only when properly leveled and geared, otherwise she's meh.

What do you mean "leveling order"? levels are needed because the stars are what notably improves the stats. If you mean skills, the priority varies from character to character. Realistically you can level all 4 character aspects(shells, levels, skills and modules) because all four each use a different resource.

Considering how much you need to level up even 1 mythic mod, I honestly don't disagree. I think the gold imprint boxes are fine too, you need 105 to max out 1 skill for an SSR. Depends on what you value more I guess but I would only get them after the lattice shards and prints of course.

If we go by Prydwen's article, Hoyan seems like a very well designed character. She has very high peaks but reaching that peak is a bit tricky.
That's a very good balance to have as far as the game's health is concerned. She was broken in the first beta and they could have easily gone for that to bait more sales but seeing them seemingly balance her pretty well while still maintaining her high potential is pretty nice.

Untl then, I struggle to see a use for him early and especially in PvE progression content like Terrormaton where you won't get much use out of this retaliation gimmick.
