Vector's crush on Vanilla cropping up in IDW and such, alone, signifies how much Sonic Team have and will draw from material used in Sonic X. And even then, it wasn't saying that Knuckles and Rouge's interaction was only born in X. It was just commenting on how Shadow and Rouge is seen more in the games, and Knuckles and Rouge is seen more in X.
Doesn't change the fact that Rouge was introduced and created in-relation to Knuckles as his rival analogue in SA2, while also being written in the story to be a government spy digging up the details on Project Shadow by spying on Shadow himself.

However, I'm still disappointed the Switch 2 is breaking records as someone who bought a Switch 1 year 1. The Switch 2 looks so anti-consumer and Nintendo has increasingly gotten worse over the past several years.

Most of her story revolves around shadow in SA2. She actually develops a much closer bond with him and really only interacts with knuckles for a minute or two throughout the entire game. It seems to me that there's more evidence to suggest she was created for shadow, especially given the ending of SA2 where she is mourning and holding his ring. Idk, maybe you just have these ideas because you're obviously so attached to X.

The dynamic Knuckles and Rouge have in X is the same dynamic they have in the games.
That profile just describes on how more of their dynamic is seen in X while then games mostly have Rouge with Shadow. Both are relevant to her character, hence why both are mentioned, and certain character dynamic/portrayal stuff from X bleeds over into or came from the games anyway because it's all part of or directly involves Sonic Team in general, to varying degrees.

She is the Dark Side's rival for Knuckles with kicks to match his punches, a Catwoman persona obsessed with Jewels to contrast his "weakness towards women" and his own Treasure Hunter + Guardian status.
Rouge is the Blaze to Knuckles' Sonic. She is his polar opposite, hence why she has Sonic-like traits and her theme is 'Fly in the Freedom' to contrast his duty-bound character.
Rouge is Nega-Knuckles, primarily. And because Sonic Adventure is all about Shadow, Rouge is written into the story to tie into that narrative. Thus, a government spy digging up stuff on Project Shadow, backstabbing Shadow and Eggman as a double-cross spy only out for herself, only for that to clash with Shadow's own agenda being very firmly rooted emotionally in his love for Maria. And then Shadow's sacrifice, Rouge being given his Limiter Ring, etc... all spin out of that foundation of just implementing Rouge's character into the story.
And then from there, reintroducing Shadow in Heroes means retreading SA2's Dark Side Story for Team Dark. Just replace Eggman with Omega. So Rouge is now paired with Shadow again. Then '06 retreads Team Dark, and Rouge is an emotional anchor for Shadow.
Then Rival 2 pairs her with Knux.

Everything about the Dreamcast was Sega learning from its fuckups with the Saturn (specifically how difficult it was to develop for):

The only place they really fucked up on was the controller. They only did one stick, which seems like they wanted to push for arcade style games, but then they did a 2x2 console style button layout instead of a 3x2 arcade style layout. It didn't really make any sense then and still doesn't now.

If it were up to me, I'd make Rouge an Amy-adjacent character rather than Knuckles or Shadow, so that the proto-Team Rose of Amy, Cream & Rouge would be Amy's squad.
I just like the idea of Amy, Cream & Rouge as a trio in Amy-focused stories, but Amy and Blaze as the main two girls in the core cast around Sonic.

Then there's Amy and Blaze, which has the Starfire and Raven vibe, and both being directly tied to Sonic. This is perfect for the core cast, with Sonic, Tails & Knuckles. Tails and Amy following Sonic, Knuckles and Blaze having their own independent lives away from Sonic. Tails and Amy having basically no lore or backstory, while Knuckles is carrying all the lore on his back and Blaze has an entire dimension to protect. Tails and Knuckles, the boys. Amy and Blaze, the girls. And there's the crazy people who think Sonic and Blaze would ever actually be a ship, which is perfect as a rival ship war thing to SonAmy.
Amy and Blaze should be the two most important female characters in the series. Cream and Rouge should be right below them on that totem pole, as the most important female characters outside Sonic's core group.
Between Amy and Rouge, Rouge's morally bankrupt "profit and loss" mindset is a perfect contrast to both Amy and Cream being extremely compassionate and selfless. Cream being polite and well-behaved with good manners and strict discipline contrasting with both Amy and Rouge being wild and carefree and rebellious by comparison. Both Rouge and Cream having a calmer, more rational mind in contrast to Amy putting blind faith in her "intuition" and what her cards tell her.
Rouge being a manipulative enchantress, and Cream being a young innocent little girl whose only concept of love is her bond with Cheese and Vanilla, are both strong contrasts to Amy's deep genuine romantic love for Sonic.
In my opinion, I think it works extremely well.

Blaze should have simply been the princess of Soleanna. The entire Sonic/Elise sub plot being all about Sonic forming a romantic bond with a damsel in distress he has to rescue in a story all about time travel should have just been Sonic and AMY, and then the "Princess holding back her emotions because of the flames inside of her" is just Blaze.
Doing the parallel dimensions thing could work, but Blaze needs to have some strong presence in Sonic's world for her character to really, properly work right before delving into the parallel worlds for these parallel Emerald heroes.
This fanbase just has a chronic problem of not simply leaving each other alone.

In the games, it's a lot harder to justify Knuckles even being around, and forcing him to be so without explanation sacrifices his actual background lore context, which means he's ultimately here just to be here, and then Sonic's and Shadow's stories are often very far removed from one another, so Rouge on "the dark side" will rarely if-ever cross over to Sonic's side often enough for her interactions with Knuckles to go beyond a reminder that they are rivals.
But then Rivals 2 exists where Rouge is just paired with Knuckles, and ends up antagonizing Shadow when they briefly cross paths, in direct contrast to every previous interaction with Shadow prior to this game, including its own predecessor where Rouge was exclusive to Shadow's own story.
Any idea that Knuckles and Rouge is a dead ship, is pure fan fiction nonsense. It's clearly still intended to be a thing, it just can't be anything more than Sonic Team insisting on the "idea" of it in official descriptions or wallpapers or whatever until an actual game has actual serious focus on Knuckles, with Rouge serving a prominent role in that story as well.

I'd envision more of that in a modern game so slower power characters like Omega or Big would be able to bust open walls to gain access to alternate shorter paths and characters like Cream/Rouge can fly over certain environmental hazards/gaps that other characters couldn't. Knuckles could climb up platforms to reach areas others couldn't etc. So despite being a footrace: character stats, platforming skill, and course strategy would play a larger role than base speed. Collecting Rings along the way (with large treasure troves of them in out of the way detours) to add to the player's base speed multiple and not taking damage to preserve would also be a way to add to the game balance.

Eternal reminder for Sonic fans
The Mega Drive never really took off in Japan and the people who did buy it were more interested in arcade games. The Saturn did okay in Japan but Sonic was absent. His popularity picked up in the Dreamcast years because of the Adventure games but as we know, it was mostly downhill from there.
It's not that Sonic is unpopular in Japan, it's just that he never achieved Mario type status.
