When fighting defensively, he can drive back even Hercules. And we also know his martial skills are so good that Musashi had to cheat. So Kojiro IS strong. Conversely, Kojiro, Diarmuid or Tsuna are very skilled but may not have very high ranked NP's or numerous conceptually powerful abilities or treasures to them. They aren't characters that have something that can blow a whole fortress or an army with a single move, but we know they are more than capable of solo'ing whole armies by themselves, in fact some of their legends may even attest to that.
Diarmuid for instance was outsmarting Saber even as a Lancer in F/Zero, and as a Saber we have had a few scenes where he's shown to give Grand candidate Musashi a good run for her money.
