06 was a failure which killed the Adventure formula so another game like that is decades away, he's not a legacy character like Tails, Amy or Knuckles are so there's no nostalgia to milk from him and he's not a popular character to demand any actual attention on him unlike Shadow which lets them point to SA2 and collect money.
All he has is the wishes of his fanboys to reinvent the character and reintroduce him but why do that over shoving Sonic and pals into another Crossover or using Shadow to get people to buy DLC? He's a gamble nobody wants to take because he had a proven history of failure.
The west doesn't like Silver and the east hasn't been doing a good job making him cool. Remove the hatred, and you'd have a character that people would at worst push away. They wouldn't care about him despite Sega forcing him in their face, like The Deadly Six
