Shadow Step is literally only for niche oki setups and you don't actually get to press the cool eyeglow button at any point in a real match, right?

It isn't because they are on the H button but because they are the powered up versions which is also what EX moves are. Now ultimates are in the game which cost meter and are also powered up. Same way people still call OD specials in SF6 ex specials. Yeah they don't cost super meter the way they did in older SF games but they are the powered up versions of those moves.
