Yeah it's pretty good for an old skin though I'm not a fan of the new VFX it received a couple years back when Riot Sirhaian was running his pet project of modernizing VFX of various old champions.
It was an improvement for dragonslayer and heartseeker vayne but for aristocrat and vindicator the modern VFX clashes too much with the 2011 models.

I'm strictly speaking on the principle of resource management. Qiyana has 2 spells that each counter one of Vayne's. You can W forward to keep up with Vayne Q and E forward after getting pushed back by Vayne E (so long as you dont get stunned).
Had the Qiyana simply kept her resources in hand she could have easily secured the kill just off of getting value from her positioning and then evenly trading spells afterwards

The healing at max stacks thing literally doesn't matter at all. The important part is the fact it gives you like 30 AD when it's fully stacked which is 3 longswords or about a thousand gold worth of stats.
When you combine that statstick with the very high AD scaling of Qiyana's earth Q execute it adds up to a lot more damage than electrocute can offer especially in longer fights such as against tanks, bruisers or multiple people.
If you're just starting with Qiqi it's probably better to run Elec though just because it's a lot easier to learn her with

I remember EU used to back years ago, like maybe 4, the general pattern was EU vgs then seething about it and then NA vgs and then seething about that, basically flicking between the two throughout the entire day.
Not sure about now, a lot of the drama should be trimmed out by now since a lot of people seemed to have left/not be active in the thread anymore and essentially no new names came to replace them hence the hour long wait for even a single one to pass if it even does.

i played several competitive games on both EU and east coast NA, the difference in player attitudes and communities is astronomically large
EU is too hot blooded + has a bunch of drama queens
EU countries also have a lot of beef with eachother due to the history we share (lot of invasions,conquests,ww2)

i remember playing OW on east coast and people were making cereal tier list on voicecom + in all chat
this is after playing on EU and hearing people screaming like fucking monkeys and throwing random insults at eachother in various languages

I think your info is outdated. Let me use my Karma shard as an example.

So lets say you started with 0 champions and had a champion shard for every champion in the game. It would cost the same amount of additional essence to disenchant all the shards and buy from champions the shop as it would to upgrade the shards.
