They're pretty much just like if you had a X game and then you spread the special weapons and armors effects thin between 5 (or more) forms. You get like two charged attacks each form and you're lucky if you have anything other than a singular basic attack. Even characters in DiVE feel like they have more stuff going between each other than the forms in the ZX games. The problem is much more fundamental than trying to find a role to each form.

The hardest part in determining how much damage each weapon does in Megaman is that every enemy responds to attacks differently. Look at Diskboy 8 for example. He takes 1 damage from a lemon, 2 from the green shot and 5 from the charge shot in X2. Now look at Garakuta Robot. He takes 1 damage from a lemon, 1 damage from the green shot and 7 damage from the charge bonus plus he might instantly die from a charge shot if fired close since its head counts as a separated hitbox. There's no consistent damage values of how much each atack does.

If you fire a charge shot that deals equal or more damage than the remaining HP from an enemy, it won't dissipate and it'll continue moving forward until it leaves the screen or an enemy with more remaining HP than the charge shot receives the damage.
