The main difference is context. TES, to my knowledge, is a serious that mostly contains to its own universe (yes there's the planes of the Oblivion, the Soul Cairn, and the afterlives but its not like a multiverse where there's several places calling themselves Soverngarde with different versions of Talos). Meanwhile SMT plays a lot more into a multiverse that does talk with each other where the cosmology extends between Heaven and Hell but also timelines with variations of those same Heavens and Hells. Re-releases are never meant to hit the same sales as the originals, especially with Atlus B/I models. And being multiplatform doesn't mean that much when most of the fanbase is on Switch, Nocturne HD's PC sales were crumbles in the grand scheme of things and Raidou is heading that way as well.
And the Nocturne example is dumb anyway, by the time of the remaster it had 17+ years to build its fame and was also riding the V hype train, and only managed to match base V in sales in the end. Vengeance's sales are a major success given Atlus' history and the fact that they celebrated 500k after 3 days already proved it.

combat changes are nice generally, but I don't like Raidou getting access to signs. Elemental exploitation should be entirely in the demon's hands. I also don't love how the shooting feels, I quite liked the shooting/reload from Raidou 2, you shoot too fast after locking on and the sound the gun makes is pretty limp. Having ammo regen over time also removes the need to reload your gun after emptying all 6 shots, which is pretty lame. Infinite ammo but you had to reload was the better way to handle the gun I think. I also preferred the combat menu being R1/R2, with the demon invincibility thing being L2 I think it was, clicking in the stick mid combat to safeguard your demons is kind of clunky, but I think those are issues I can just rebind controls for hopefully.

smt III HD had a low peak player count on Steam, but it went on to sell quite well on other platforms like PS4 and Switch reaching around 700,000 or 800,000 copies sold (I don’t recall the exact number). V Vengeance by itself has more than 275 demons. Outside of those, you have a few from Soul Hackers 2 that were added to VV, all the ones added by P3R, several of the P5R ones and also all the ones brought back by the Raidou Remaster (I think there are around 50 demons from the original Raidou and Raidou 2 in the remaster that weren't in SMTVV).

The only issues I have with it are the censorship to appease Chinese and Korean markets, and some of the visual changes. Doesn't affect my core enjoyment of the game tho, I'd still rather play this version than the original hands down just because of how boring and braindead the original game's combat is. It's better than the original in most aspects except the gun, frankly. It actually explains more about the setting and characters from what I played so far, though some of that information is in the start menu's database. The pace is slower and it takes a few hours to give you every combat mechanic.
The original game is kind of a kusoge. Fusion was pointless except for some minor skill inheritance and the demon pool was laughably small. The major thing it has over this remake is charming PS2 budget graphics with some really nice looking pre-rendered backgrounds, but then again I don't think the new remaster looks bad except for changing some of my favorite demon designs to be more modest.

Anyway, my take is, play the original first, then play the Remaster if you liked the og but thought it lacked something. Atlus marketed it as a Remaster like Nocturne's but it changes so many things that it feels more like a new Raidou game based on the first one.

It's nice to play the OG to see what it improved from but that's basically it, the remaster is just more and better of everything. The thing is, Raidou 1 as *a game* is genuinely not very good. Its strength lies in graphics and music. The story is nice but flawed. Me calling it kind of a kusoge doesn't mean it doesn't have any quality to it or that it shouldn't be played, it just comes with a warning that from halfway through it becomes extremely repetitive and is carried by its vibes and charm instead of its quality as a game. The setting is just that strong to carry it and characters look cool as fuck, but its dull gameplay is dull. I still think it MUST be played if you want to get into Raidou and that afterwards one should play Raidou 2 before the Remaster, too.

Note Nocturne Maniax Chronicle already had an extra epilogue scene where Gotou considers the possibility of their world progressing towards the Nocturne timeline and how they need to avoid it at all costs.

Raidou 2 is definitely the better GAME but I always thought 1 had the best story by far.
Its not just because the SMT1/2 connection at the end made me pog, but because the moment you realise it IS connected it clicks how well realised raidous themes are because of HOW they're the budding sprout of SMT1's themes.
The growing discomfort with the inception of western industrialisation and changing of traditional japanese cultural norms is a direct thread to SMT1's western intervention vs japanese nationislm schism.
I also just think the writing of the twist in the original PS2 release is done super well because they treat you with enough respect to give you extremely impactful lines as you go throughout the corridor without shoving massive exposition down your throat and repeating the same thing multiple times over and over.
I love that one npc near the end of the corridor who says something along the lines of:
"Your name is raidou? I knew a raidou too. Worked with me in the center, day after day, toiling away. One day they just said "i have a purpose greater than this" and i never saw them again"
Almost gives me chills, you don't need a massive lore dump to understand the implications, you're an SMT fan whos played SMT2, you instantly understand the total domination of spirit and despair that XL felt being a kuzunoha forced into being a working dog in the center and you know how horrible that world is in general

Personally while I do agree that part is the absolute best one in Raidou 1 I still was not into the big Military subplot of the game, which covers a huge chunk of it after a while. I found the story of 2 more fun and intriguing due to its setting and side characters, also (though I think Akane was mistreated horribly) but your post does make realize one thing: Raidou 1's thematic link to SMT 1's pre-ICBM world is far stronger than Raidou 2's poor use of alignments (which felt like it was there mostly due to fanservice, especially when Akane-Law ending feels like an aftermath) and I wish more games were subtler with such choices instead of just aping older titles.

That said, while I am enjoying the Remaster's slightly different story direction and its increased focus on explaining its world to the player (for example, back when I played Raidou 1 I thought he was just pretending to be a highschool student because his status as one is basically only ever brought up by his uniform and maybe some NPC dialogues I forgot; the Remaster explains right away that the Yatagarasu funds his school and indocrinates its students), so far the handholding has been a little grating and way too retard-proof. I miss when this sort of thing was kept to easier modes (and the game has TWO easy modes). I am rather disappointed by how they seem to have handled Raidou XL but at the same time I haven't yet seen how that whole part got rewritten... it seems to be more than just a few throwaway lines which makes me think it was not done necessarely for retard-proof purposes but to give the player a 'rival' to look out for since the early game (since japanese action games are obsessed with rivals and Raidou got like two, three or four in his media depending if you count Dahn and Raido too).
Regardless of how they do it or why they do it, it's a shame they decided to handle XL like this because otherwise I like how more contextualized the game is.
