I think the problem with this move is psychological. While on paper you can whiff punish it, the three spike animation never makes it seem like it's safe to touch. If you're seeing 2B swing a sword for 5H and it makes contact with the ground, your simian mind perceives the swing as spent; there's no more momentum; making the blade no longer dangerous, making it feel safe to swing at. However, a spike in space oriented towards you is never safe to swing into, a spike will hurt you even if it passively receives your touch. So you hesitate longer to feel safe swinging at it and by then Cag is safe.

If she has you in cL range, then it's only the basic stagger pressure anyone can do, no resets, no plus frames from specials (outside 236U). It ends with her doing 5U and that's it.
