Fastest way is to keep jailing them until they reach rank zero and have no association with any safehouse anymore.
Then just be patient and wait for them to show up in the safehouse you want them in, when they finally do talk to them first and you should get the option for them to join that safehouse.

PoE2 leveling is complete ass, the best strategy is to just completely ignore skills entirely and just wear strength gear with Rake+Stomping Ground since it does orders of magnitude more damage than any spells or any weapon's base damage.

Alright after looking at poe.ninja I've decided Pathfinder is the way to go. Soulrend, Tides of Time belt, and Replica Sorrow of the Divine should sustain and spend your ES quite nicely so you can spend and get many uses out of your staff. TL;DR: In the Forsaken Masters expansion (August 2014), the game added Masters, a set of 7 new characters who gave players missions, both dailies you could start at the given Master and spawns out in the world to do stuff, with a wide variety of activities. One of them was PvP.
These characters were in no particular order, Elreon, Haku, Vagan, Tora, Vorici, Leo, and Catarina. In December of 2018, Betrayal League dropped, which completely removed the old Masters who would be replaced with Einhar, Alva, Niko, Zana, and Jun. Zana would later be replaced by Kirac. I'm sure you've met this group of 5 characters thus far.
Anyway, the old Masters plus a few old and new faces besides, spearheaded by Catarina, the Master of Undeath, found a way to become immortal and abused the living shit out of it, starting smuggling rings and such all over Wraeclast and the worlds beyond. The root of this immortality comes from a secret order that Catarina murdered (Jun's family), so she vows to seek revenge and employs our help in doing so.
Having actually played with the Masters for 4 full years, it was a pretty obvious, but enjoyable encounter.

Constantly instigate fights with your neighbor, and gaslight the local police that they started it. When they accuse you of this, spin stories about how they threatened you and sue them over some trivialities. Claim they stole your property and you have a claim to all of their money and property via divine providence. Pay off all local authorities to agree with you and browbeat anyone who goes against it as being xenophobic and personally persecuting you for some other made up reasons. If the police or any officials get wise to your game sue them too under false pretenses of discrimination. Never back down and only ever do business with others like you so you can concentrate your wealth and bully others.
