Surprise, your "ADC" Jhin/Caitlyn is NOT going to be able to do the necessary DPS to kill an HP stacking Mundo/Zac. So in teamfights you will just get steamrolled, because you don't have the necessary DPS to make it through their tanks before their team depletes your hp bars.

Of the meme/shitpick pseudo-ADCs only MF, Ezreal, and Vayne can really climb beyond a certain point.
That is because Vayne has her strong as fuck Silver Bolts passive and she has outplay potential with her Tumble and Stealth.
Ezreal has his broken Q, which has stupid range and applies on-hits. And his E which allows for outplay potential.
Miss Fortune has her Q for lane harass and an auto-attack reset. But most importantly, her broken Ultimate, which can just completely wipe the enemy if she manages to outplay them with it because of positioning/setup.

The design choice comes from the idea that for ADCs you have to chose whether or not their power comes from abilities or auto-attacking. Because if you do both it breaks the role, an ADC has to be a Champion focused on auto-attacking. So we have to be incredibly careful with how we give ADC items passives. We don't want to get into a situation again where any Champion can just build IE, PD, LDR and suddenly become an ADC.
