Okiayu's voice clips are all recycled from X4, which means he wasn't paid to do any new recordings, and just paid royalties for his old recordings.
Contrast it with X6 actually having cutscenes for most of the story (with these being fully voiced), while X5 had the occasional drawn cutscene and even those weren't shy from being bad renders of stuff like Sigma's head, or the Enigma and the shuttle.
