Currently training for Victoria Mile, the website guide tells me to have at least 600stamina and then pump everything else into speed/power but the ratio is kinda wonky and i am nowhere near meeting it.

Stamina is very specific fix number for race distance and you do suffer pretty bad if you don't get near enough for it.
This however looks specifically for post-training modes, when the stamina requirement is doubled. 350~400 stamina should be enough for victoria mile in scenario training.

Stamina in this game is very much a binary of “you have enough to make it to the end” or you don’t.
But yes, power becomes slightly more important on shorter courses because your Uma has less time to accelerate to her max speed on the final straight, so even if you have way more speed, it’s can be of limited use.
I really think the problem most of you are having is one of fundamental dexk structure. You’ll want 2-3 Speed Cards, 2 Power or Stamina depending on if a campaign is Short/Mile or Mid/Long focused, and then a free space for like Green Lady or strategy/distance focused skills.
