It's built on Sonic, Tails & Knuckles specifically being the trio, which means every team must follow "SPEED, FLY, POWER" as the set-up. This means.
A) Amy can not be on Team Sonic.
B) Amy is a Speed-type, like Sonic.
And so Amy gets her own Team, and the original premise was to pull a Sonic Dream Team so her teammates are a version of Tails and a version of Knuckles, but female. So they would have used Rouge, and created Cream to be the Tails. But then Shadow was created so they had to give HIM Rouge, so they just used Big instead. And since they never actually even wrote a proper meeting for Amy and Cream, and establish what their actual friendship dynamic/history is, Team Rose as a whole just doesn't work or make sense.
But in spite of all that, I like how Amy and Team Rose are written in Sonic Heroes. Amy is basically a Girl Sonic for Cream and Big to follow and admire, and it's great. Especially Cream being a bit of a voice of reason for Amy at times, without Amy looking crazy like certain other media at the time did.

My confusion stems from, Silver does not hail from a bad future in Rivals 1, and at the end of that he goes back to the future with Nega in a card.
