I attribute it to working with other people’s characters though, for his own games he has characters all exist for specific purposes and to contribute towards a specific part of the overall story and mystery but then gets handed a huge crowd of characters he didn’t create and has to come up with something. Plus I feel like his writing style is a bit at odds with what I loved most about hundred line which is the characters interacting with each other. He’s all about telling a good overall story without much focus on the characters themselves, but you get banter inbetween focusing on the main goal that allows for some small characterization. (I have only played ZE and AI from him so that’s based off those, no idea if his Ever17 or other game writing is a lot different)

I came across something interesting, I looked at the routes that Kodaka routes that wrote and almost all of them have something in common,
And that is Kamyuhn.
None of the routes he wrote has Kamyuhn in it, (with the exception of Eva route, but he was a co-writer and not the main writer) because of this, I don't think Kodaka had any hand in making Kamyuhn at all, and let his team make her when the other writers asked him for their routes.
This would explain why Kamyuhn was made late in development, as Kodaka never planned to make her into a actually character until much later.

The reason I bought up Kamyuhn is because I theorize that Kamyuhn was NOT originally in Eva route, I believe she was edited in later when the route was already done.
there are two reasons why I think this is the case, the first one being there are unused rebel futuran sprites that I believe were used in place of Kamyuhn until they changed it,
the second one being that Kamyuhn doesn't show up in any of the Eva route endings, there's no mention of Kamyuhn at all in ending 7 and ending 8 stating that she went "missing" (they didn't want to change the CG so they did this instead).
