They simply don't know how to. Pretty much the only solution I can come up with is damage attenuation on frames. That way frames with itty bitty health bars don't get to tank as hard as inaros, but inaros and similar frames will be immune to one shots.
This isn't perfect though, armor tanks would still be trash. So maybe make the amount of attenuation you get based on that?

You'd need some relatively simple healthgate system. Think of them as health segments in any game. Once you deplete a segment you get a short invulnerability window. The invulnerability window is based on your armor, the amount of gates on your health. It would still be a nightmare to balance and would still require heavy mod investment but at least it would be an alternative.
Which is why something like this won't ever happen, as long as it's not a simple numbers or script tweak, shit is too hard for Pablito.

You're still not completely immortal, depending on the enemies surrounding you, they can still get through your overguard-gate. I have just been brain-off during these runs. Is there a way to speed up the spiderling phase of the Oraxia fight? Like, if you kill all the spiders it speeds up the phase? Because as it is, that's the only thing that I can see any wiggle room to speed up because of fucking attenuation timegating the rest of the run. Sometimes it feels like even the fucking spiders have attenuation, because I can randomly one shot the disruptor ones, and sometimes it takes a whole mag.

Vitality is the same but with heat. If the frame can deal heat damage its used.

Nidus can still deal with enemies in the hundreds easily, but if you don't run parasitic vitality, you're fucked. And if you run it, you're still fucked if you fuck up for a second and don't link up to someone again. But it can work.
Inaros is hilarious. Ran him a few rotations ago in EDA. After triple umbra, health conversion, scarab shell and arcane guardian, which is 92% DR, plus adaptation on top, enemies just tickle your balls for the most part. Until you randomly just fucking die from full HP. Amazing experience. Truly. Thanks el ogro de Canada.
Doesn't help that both frames have kinda shitty kits that do fuckall. And Nidus has like 5 or 6 augments by now. Simply hilarious.

Based on how many frames can make use of them:
1. Archon Stretch.
2. Archon Continuity.
3. Archon Vitality.
Don't bother unless you're a completionist : Archon Flow.

Stretch is the most universal one since every pseudo exalted frame can use it AND pet abilities can trigger it too.
Continuity and Vitality depend on what frames you play.

Here's what I have on my Mesa after removing all primed mods. Just went to some random mission to test it out. It still works pretty well. I do have a bunch of orange tau shards in my frame so unfortunately it's not exactly a proper representation of a primed-less mod build but I'm not removing these for a test.
The comfy combo here is pillage+adaptation+shatter shield. You get 95% DR through shatter shield, plus the stuff from adaptation on top, and pillage constantly provides you with shields. You're pretty fucking sturdy.
If the duration is already long enough for you, just replace Augur Message with Streamline or something. Also, Combat Discipline has to be at rank 4 so that you won't take damage while Shatter Shield is active while still being able to trigger Arcane Avenger.

Precision intensify was released. Replace intensify by 90% on your fourth ability. Very good for you.

Melee arcanes are a thing and they're very good. Influence is widely considered one of the best arcane in the entire game.

Helminth can now mix shards and upgrade shards. Resulting in 3 new colors with unique effects that are not simply +15% strength/duration.

Tennokai is a thing for melee, it's a 100% combo efficient and faster heavy attack. It is good.

Baro now sells loot boxes every 2 weeks for credits and they're very much worth getting.

The shard from kahl has been moved to bird 3's shop. Netracells give you shards at a high rate (52.5% to get a normal shard, 12.51% to get a tau forged) 5 times per week.

New endgame: (elite) deep/temporal archimedea. Gives you shards and other very good goodies at an extremely high rate (several tau forged per week), clearable only once per week. Cost 2 netracells run to unlock each week. Require max rep with cavia (deep) and/or hex (temporal). They're always worth doing if you can and if your titania has a solid build.

Aura forma are now omni forma. You can put them anywhere and they count as all polarities (umbra is neutral).

Viral/heat is still the best but newer minibosses are immune to them most of the time. Heat is still worth using. Cascadia flare is still very good.

Notable new arcane (which you will definitively love for titania): Secondary enervate. Gives you an additive flat +10% crit per hit which resets after 6 orange crits. This replaces crit chance mods on low crit, high multiplier weapons like kuva nukor and dex pixia. It is extremely good and is roughly the equivalent of a flat 90% crit chance (basically 2 avengers active at the same time).

Elemental vices, allows you to change liches/sisters/infested-liches elements at will.

Dating, lore dump and shit with the hex. You need to engage with it a tiny bit to max the syndicate. They also have voiced skins their warframe equivalent.

Plenty of other smaller things that are not worth mentioning (New conclave game mode pvpve, very buggy and only active during "cheesy" hours) and other stuff I forgot about.

If you aren't applying elements from your warframe and pet, you choose viral+heat like 95% of the time. But you know what you should really do? Take out hornet strike, it's redudant with galvanized shot and put primed target cracker. Congratulation, you now have more damage before buffs and even more damage after getting the galvanized buffs. Tou're now dealing roughly 20% more damage before galvanized mods and almost 3 times more damage with the galvanized mods.

The scuttlers still have a handful of bugs (not working with emerald shards, scaling based on mission level instead of enemy level) so it remains to be seen how good they'll be once they patch that up.

If I had to guess there's probably some quirk with the way attenuation is implemented that makes it possible to double apply attenuation and that's probably what happened when they were reworking the boss for Isleweaver's version. No idea if it's an ETA, SP, or regular Deimos Fragmented One issue as well and I can't be assed to check but if it's exclusive to one of these it might be the ETA/SP buffs to the boss double applying or something.
