During the whole time, Honey obviously has an attraction to him since she was the one who thought he'd make a great model so the spark is already there but the big igniter would probably be one day after a photo shoot or business dealing, Tails notices that Honey is extremely stressed and tired so he imparts some wisdom he learned from Sonic about rest and relaxation and lets her stay at his house for a few days so she can get out of the spotlight of the paparazzi for a while. During this temporary stay they actually get to learn more about each other and the two just 'click' in a way that naturally compliment each other. Honey is more than willing to light a fire under their asses to get work done but when she's mellowed out around Tails she actually learns to enjoy the time she spends alone with him.
Like you said, it's a dynamic where the two naturally grow together. I personally think Honey only shows off Tails as her model. Otherwise she wants him for herself.
