Strength is on cast, duration and efficiency are on cast for normal abilities and constant on draining abilities. So if you gain a temporary boost of 50% in all your attributes and they run out during a channeled ability, you keep the strength but lose the drain bonuses. Range has no temporary buffs and likely never will because DE doesn't want to buff range. The last range increase was in 2017 with plains of eidolon (the set mods were supposed to be alternative to their normal counterparts btw), before that it was 15% from lua in late 2015, 2013 with corrupted mods and 2012 with the original stretch. No focus increase range (except vazarin's affinity range but that's like 7 abilities and 4 augments), the incantation tome mods replaced the range version with an energy regen, no arcane, no primed mod, no shard. Efficiency is also a stat that DE tend to avoid increasing but to a lesser extent. No primed streamline, no shard but yes to very specific arcanes
