We now know that Engage is literally so unpopular that despite being the newest FE games it sells less copies a year than previous entries. They are making FEH content for nobody. We are gaining more new 3H fans faster than we are new Engage fans. The biggest, fastest growing demographic is 3H fans, and if IS were a well-managed company, they would cater to that.
They aren't, so they spammed content for a game nobody liked and nobody was buying until the gacha has now entered an irreversible death spiral where every few months its dropping 30-40 ranks in both regions.

As far as gluts of one entry go I think it's ultimately just up to what they feel is currently remembered, and Fates recently had a milestone anniversary so there's naturally more attention on them. Engage is just the most recent one and I feel that they designed a lot of characters there to specifically work for FEH. I suspect there was a lot of precommissioned work done for it.
