The only dolls I don't own are Ullrid and Daiyan and all the dolls I use a lot have their neural helix maxed. I got enough to max Springfield and with the additional ones we're getting from the event I'll be able to unlock Tololo and Sharkry's expansion keys as well.
Just keep playing and eventually you'll get to a point your resources will start piling up and you'll be able to spend cores even on dolls you don't use but have good common keys like Vepley and Mosin. The BP also helps in case of emergencies when you need a bunch of cores quickly.

She gains an extra action if you happen to fill her confectance index gauge during her turn (or if she starts her turn with her gauge already filled). With Springfield V1, she can act 3 times in the same turn thanks to Springfield's skill 2.
