I'd say pay attention to the skills you level but feel free to experiment with the perks you pick since you can always refund those, then combine that with trying out various cyberware to fully create whatever build you want. On a more personal note, I can really recommend you speccing into a throwing knife because it gives you an incredibly strong and versatile tool of engagement, but if it doesn't fit your character or build, ignore this.
Also, if you get the chance, it does pay to unlock Dogtown pretty quickly because the airdrops and vehicle delivery missions for El Capitan can be a pretty decent income stream

Really I wouldn't even put anything other than tech to 15 for a while before catching up in a lot of of others either, since stuff like unlocking air dash, adrenaline, or crouch sprinting will probably have more of an impact on making the game fun than any of the capstone abilities other than maybe the tech one that gives you 50 cyberware affinity

>>529847024infinite ammo smgs is unique but build defining perk with the 3-4 really good ones early fixer missions throw at you that are relevant for the whole rest of the game. netrunning similarly enters broken tier with full overclock perks. And if for some reason you were really into stealth or wanted precision rifles to be viable at all 20 cool is mandatory. The tradeoff is "can't open doors" but only for reflexes or strength that have you replacing your doorbitch cyberdeck with berzerk or a sandevistan.
Moderately fresh 2.0 save and you find plenty of cyberware shards doing ncpd missions just clear cutting the map from the top down and that makes the tech skills pretty redundant until you're truly borging yourself. the 2.0 update to perks was a very needed change for perks to do anything meaningful but hybrid builds at low level as a result are severely cucked. Like if you wanted cool and reflexes for a dagger and katana playthrough you're sacrificing ALL the truly OP press F to kill chain a whole story mission off one emp grenade status effect to be able to throw knives but not the equally OP ontap everything knives. If you level both to full sequentially you can do one then both instead of neither for 20 hours.
