Yes it does, it increases the healing of suzu. It scales based off your total AP, so more AP = more suzu healing on use. It's just infinitely more useful for Kiriko to be stacking WP, like Mercy, since WP increases both the damage and healing of Kiriko's kunai and ofuda. You're really only suzu'ing yourself anyways while kiriko in stadium, so the burst heal increase isn't as effective as being able to just teleport away every 5s.

Overwatch can be a minor-market game and somewhat niche while still being good. There's almost no chance that OW2 reaches the popularity and heights that OW1 did during its peaks, but it's still fairly healthy in an industry that's heavily oversaturated with live-service options. I think the game is in its best and most playable state in years. Similar to the game immediately after role queue. Where it's not as fun as it could be, it's not as addictive as it used to be, but the match quality is decent enough and gameplay is varied enough to make it a mostly good experience.
Essentially, Overwatch is able to be both a fiscal disappointment and fun at the same time. These things aren't mutually exclusive.

In light of Microsoft’s extremely wide reaching cancelations and lay-offs, I’ve been thinking and it’s abundantly clear that the tough, widely derided decision that Kong and Keller made in 2021 to put Overwatch 2’s troubled and stalled out PvE on ice to focus on brute forcing the PvP live service back into existence ultimately saved the entire franchise from being canceled in its totality by Microsoft.

Overwatch 2’s PvE shares quite a few similarities to recently canceled projects like Everwild, Perfect Dark, and Odyssey. 5+ years of development with no clear end in sight, troubled project history with multiple reboots and key figure departures, and general confusion about what the project even was in the first place.

Had Blizzard instead decided to stay the course and continue to focus on PvE and shipping OW2 as a feature complete product there is absolutely no doubt in my mind that Microsoft would’ve canceled the project in full and the game would have gotten the Heroes of the Storm treatment. The fact that they managed to get any money in the till and recoup some of their development costs prior to acquisition is the ONLY reason this game still exists.

Not only that, but it’s likely the entire team would’ve been laid off as well.

Season 13 -> No new Maps

Season 15 -> No new maps, Stadium is on the horizon
Season 16 -> New Maps, but only for Stadium [Victoriae, Gogadoro, Lacroix, Redwood Dam]
Season 17 -> No new maps

That is 11 months without the mainline modes (5v5/6v6) getting new map content aside from a flashpoint rework in S16).

Resources are being MOVED to support Stadium. Stadium didn't grow the game, it only took players from already existing modes.

What is the end goal of Stadium? Is it meant to be Overwatch's equal but seperate partner that shares no maps?

The faster that Stadium is abandoned, the better it's going to be for the game. Nobody asked for it, and the mode certainly isn't saving or reviving player numbers. It's time for Microsoft to step in and shut down this pet project since it has proved fruitless.

The hope is that you can retain more players that otherwise would leave because they have a casual, for-fun only game mode to play. A long time ago Riot talked about what percentage of the League playerbase played ranked and it was a comically small number, most people only ever play aram or normals with friends and never actually engaged with the competitive side of the game. Those people still spend a lot of money and maybe some of them start playing ranked occasionally which helps ranked stay healthy.
