That's because pretty much all of her damage comes from hold dodge attack. Why do you think you resonate 6x core on her? Since SS0 may as well not have an access to flower ult, that's literally all your damage, and some from concerto orbs that are also core.
Even SSS doesn't improve her basic rotation damage all that much, instead giving her a lot of off-field one. There was a even a meme of resonating 6x qte on CN back during her release.
At the end of the day, she's more of a glaciation frame than a physical one.

Well, her SS3 buffs qte damage and from what I understand, lingering echoes also count as qte damage. Her on-field damage in phys isn't all that great regardless of the rank.
