The weapon gacha is already different from Genshin by virtue of the fact that it's separate from the character banners. And the latter fuels the former by spitting out the currency needed. The only instance you'd ever pay for weapon gacha is by being impatient or a whale

Keep in mind these are service-based mobile games, they're nothing like traditional games like Doom or Super Mario. They have to regularly make money and actively stay fresh.

For their customers:

These whales are usually collectorfags, fotm hyper coomers (as in, they get obsessed with every new girl and move on), or they're the most desperate metakeks that want to be #1 on a leaderboard so they feel they're important.

You want to target these whales and exploit them since if you can get them in your game, they will net you a lot of actual profit. Problem is, there aren't a lot of true whales and they get bored/leave easily. Nikke's business strategy was just this; get the coomer whales and the metakek whales, then keep powercreeping their game to force them to regularly spend. Didn't work out though because they milked too hard and too fast, whales got fed up.
Weapon banners are a form of metakek whale milking. Operator pots from Arknights are not enough, so they need a better way to milk them.
