what's more standard characters are still on limited banners, and it's next to impossible to get multiple S ranks easily. Once you get a single S rank, your chance to get another single S rank resets to low chance. And, because standards are on limited, you can "waste" your S rank on a standard. Worst part is sometimes the standard can be a fucking ball (not a character, basically a "weapon". After the reset, you can guarantee the character, but for f2p it ain't like you can easily secure the rolls for getting 2 S ranks regularly

Like, if it was just a normal train you'd have a point, but it's so incredibly specific and circumstantial it clearly exceeds the norm for her. She jumps, she'll pass out and get recaptured. She stays, she'll get captured at the stop. Problem Solver, while actively on the run from Gehenna, hasn't actually been followed up on by Abydos, presumably because Abydos didn't care enough to bother. A district crime would likely need to be brought up with the federal police by the district heads or at least their enforcement, and it's pretty clear Abydos doesn't mind them enough to do that. Any charges you try to bring them up for would seemingly have to cross a threshold of the people in the victim district giving enough of a shit to bring it up as an issue, and one worth the hassle, at that.
Given how much of a pain in the ass the seven prisoners ARE, that threshold also seems pretty high. It seems to require both getting the feds royally pissed AND your home academy expelling or suspending you.
Thus far, the only prisoners we have direct info on are either suspended or expelled. That implies to me that your home district has to more or less wash their hands of you as well as causing inter-district damage, otherwise CnC would be a fed matter the second they knock out students on the cruise ship.
