Well there is a pretty big reason, which is that the rate of getting any 5* outside of hard pity (for our version atleast) goes from very unlikely to extremely unlikely since the rate goes from 0.8% to 0.2%
Though the consistency of always getting the character + getting a standard character every 165 pulls means it's still going to be a better option most likely.

I'm on team "whatever you need" with a slight preference to char and weapon xp mats during this event. I imagine the pile of xp mats everyone has from gibs will dry up eventually and I'd prefer to make sure I have a decent stockpile. Persona xp seems pretty pointless though since you only ever really need to pump up a few every 10 levels. Just clear the recollections to get the weekly rewards and never do konpaku and you're probably fine to just pick whatever you need for progression (which will probably usually be aroma/rocks anyway).
