windows allocates memory depending on how much is available in your PC. if you have 64GB it can take 10GB+ just because it might as well make use of it, and it will free it up when you need it.

depends, the 5600X is better in single threaded performance due to higher clock. The x3d cache also won't help him much, he doesn't have the gpu to actually utilize it. To actually improve his rig he'd need to upgrade the gpu, but that won't be cheap these days and I'd say it's not worth it to put more money into the old rig, better start saving for the next one. This though is debatable and depends on personal preference. It's not like the general related games need a better machine, and who knows what else he does with it besides letting his browser eat all his ram.
